The Economic Development Authority and the City of Winchester have launched the Neighborhood Design District (NDD) initiative to proactively guide redevelopment around key areas by aligning zoning, infrastructure, and design with community goals and market demand with the first district "Cedar Valley" centered around the old Ward Plaza site.
These districts will create cohesive neighborhoods with a mix of housing, businesses, and green space, providing greater certainty for both residents and developers. By planning ahead, the City aims to support revitalization, ensure high-quality development, and better coordinate public improvements and long-term funding.
