Taxes paid by casino operators help fund K-12 school operations at the State and local levels. § 58.1-4125 describes how gaming taxes are divided and what projects/services they fund. A portion of all State taxes are deposited into the School Construction Fund (§ 22.1-140.1), a fund that pays grants to localities to assist in capital improvement projects for schools.

At the local level, governing boards like City Council, have the ability to set budgets and earmark funds for specific uses. If City Council chooses, tax revenue generated from a casino may be utilized to finance educational services in the City. This could include teacher pay, expansion of programs, or even the construction of school buildings.

As major regional employers, casino operators in Virginia have a vested interest in ensuring a sustainable pipeline of high quality, local labor. Many operators partner with local community colleges to install hospitality and entertainment classes.
