Casinos are regional employers with complex labor needs. Labor needs range from janitorial staff, dealers, accountants, all the way to general managers. Job benefits from large regional employers like a casino extend beyond their immediate labor needs. More visitors in an area will result in new economic opportunities ranging from retail and tourism related industries to maintenance and technical jobs needed for upkeep of facilities. The median wage for a casino employee in Virginia is $60,000 per year. Benefit packages often include tuition assistance and paid leave.
The benefits of a large regional employer are not exclusive to the City of Winchester. The largest share of Winchester's labor force lives in Frederick and Clarke Counties. Job growth in Winchester will result in economic growth and opportunities in neighboring jurisdictions.
In 2025, the Winchester EDA commissioned a quantitative study to explore the possible regional job benefit from a casino development. This study reviewed local, regional (Winchester/Frederick County/Clarke County), and State wide job growth from the initial construction of a facility to the ongoing operations of the facility. The results of this study were generated using current economic output data reported to the Virginia Lottery.
