Process Timeline

The establishment of a casino in Virginia is a multi-year process. In no way could a development of this nature occur without an affirmative vote from Winchester's citizens. 

 

In order for a casino to open in the City of Winchester, the following steps must be approved:

  1. The Winchester EDA begins research on Casino developments [Complete]
  2. The Winchester EDA commissions quantitative and qualitative studies on the fiscal and social impacts of a Casino development [Complete]
  3. The Winchester EDA engages with community and institutional stakeholders [Complete]
  4. The Winchester EDA Board formally requests Winchester City Council vote on a request for license [Complete]
  5. Winchester City Council formally requests issuance of license from General Assembly
  6. Bill passes House and Senate authorizing operator's license
  7. Governor signs bill granting operator's license to City of Winchester
  8. The Winchester EDA engages in public input / community education 
  9. City of Winchester issues a Request for Proposal (RFP) to identify an operator partner and site location
  10. The City of Winchester holds a yes / no referendum vote on the establishment of a Casino with a specific operator and site location
  11. Operator develops selected site within period prescribed by General Assembly when issuing license
  12. Casino opens
